Phase 6B Week 3 COMPLETE: L2 Membrane Agent Integration
- Implemented L2 Pipeline Integration Test (tests/integration_test.rs)
- Connects L0 events -> PolicyEnforcer -> QVL FFI
- Validates full stack behavior
